Cecil Willis served on City Council from 1979 to May 1995, was elected again in May of 2000 and continues to serve as a Council member. Council member Willis serves as City Council’s representative to the Houston Galveston Area Council and is Vice Chairman of the Fort Bend County Mayor-Council Association. He also served on the City’s Home Rule Charter Commission. He has been a resident of Stafford since 1975 and is the retired Executive Director of the Quail Valley Fund. Council member Willis also served as a director for Ft. Bend WC&ID #2 from 1976-1979 and serves on the City’s Comprehensive Plan Committee. Council member Willis is a graduate of Texas A & M University (‘65) with a BS in Horticulture. He is a past President of the Fort Bend County Fair Association, current Board member of the Fort Bend County Fair Association and serves on the Board of Trustees for the University of the West in California. Council member Willis is also an active member of the Stafford-Missouri City Lion’s Club. He has three children and they are all graduates of the Stafford Municipal School District.
