Chief Richard S. Ramirez
Chief Ramirez was born and raised in Missouri City, Texas, and has been a resident of Stafford since 1994. He and his wife, Teresa, raised their three children in Stafford, all of whom are graduates of the Stafford Municipal School District. Chief Ramirez’s deep roots in the community reflect his longstanding commitment to public service, and his strong connection to Stafford continues to guide his leadership and dedication to public safety.
Chief Ramirez has served with the Stafford Police Department since 1994 and has worked in nearly every position within the department. In 2015, he was appointed Chief of Police for the City of Stafford by the late longtime Mayor Leonard Scarcella, a position he continues to hold. His extensive experience throughout the department has provided him with a comprehensive understanding of law enforcement operations, leadership, and community-focused policing.
Chief Ramirez is a graduate of the Law Enforcement Management Institute of Texas (LEMIT) Leadership Command College and holds a Bachelor of Science in Management with a concentration in Criminal Justice. In addition to his role as Chief of Police, he has remained actively involved in professional law enforcement leadership organizations at the local, state, and national levels. His service includes participation with the Houston Livestock Show and Rodeo Committee, the Houston Area Police Chiefs Association, the Texas Police Chiefs Association, and the International Association of Chiefs of Police. Chief Ramirez also serves on the Texas Police Chiefs Association Legislative Committee.
